Water sits near 1,000 kg/m³ (1 g/mL) at room temperature — the reference point for specific gravity. In water treatment, density is how you translate a chemical dose from mass to volume: a 40% solution at 1.3 kg/L delivers very different actives per litre than a 20% solution at 1.1 kg/L.
