The millisiemens is one thousandth of a siemens, the conductance of a 1000 ohm path. It is the usual scale for the conductivity of natural and treated waters, quoted as millisiemens per centimetre, where seawater is roughly 50 mS/cm and drinking water well under 1. The factor of 1e-3 is exact, being an SI prefix.
