The picohenry is 10⁻¹² of a henry. It is the scale of package and interconnect parasitics inside a chip or a module: a through-hole via, a solder bump, a short bond wire segment. The factor is exact, being an SI prefix.
Watch out: The symbol pH is also the notation for acidity, which is not a unit at all. Nothing in the arithmetic confuses them, but a stray pH in a note about a decoupling network means picohenries.
