The teraohm is a million million ohms. Good polymer insulation, electrometer input resistance and the surface resistance of antistatic materials are quoted at this scale. The factor of 1e12 is exact, being an SI prefix.

Watch out: Antistatic and ESD flooring specifications use surface resistance in ohms measured between defined electrodes, not bulk resistivity, and the two are different quantities with the same-looking unit. A dissipative floor is specified between about 10⁶ and 10⁹ ohms; anything in teraohms is an insulator and will hold charge.
