The gigahertz is exactly one thousand million hertz, an exact decimal prefix. It is the band of microwave links, radar, Wi-Fi, mobile networks and modern processor clocks. The factor is exact by definition.
Watch out: Processor clock speed in GHz does not by itself measure performance, since work done per cycle differs between architectures. A 3 GHz chip is not necessarily faster than a 2.5 GHz one of a different design.
