A per-hour rate is exactly 1/3,600 s⁻¹. It is used for event rates rather than oscillations: air changes per hour in ventilation, turnovers per hour in a pool or tank, and dosing or sampling rates. The factor is exact by definition.
Watch out: Air changes per hour describes how many times a room's own volume of air is supplied each hour, so it means nothing without the room volume attached. Six ACH in a small office and six ACH in a warehouse are completely different airflows.
