The millivolt is one thousandth of a volt. Most sensors that produce a voltage directly produce millivolts: thermocouples, strain-gauge bridges, pH and ORP probes, and current-shunt outputs all live in this range. The factor of 1e-3 is exact, being an SI prefix.
