Watch out: A polymer film rated "4 kV/mil" is at roughly 157 kV/mm, which is a perfectly ordinary figure for a thin film and an impossible one for anything else. Comparing a per-mil rating against a per-millimetre one without converting overstates or understates by nearly forty times.
