The foot per minute is exactly 0.00508 m/s, following from the exact foot and minute. It is the working velocity unit of North American HVAC design, where duct, coil face and grille velocities are all quoted in fpm. The factor is exact by definition.
Watch out: Face velocity in fpm and volumetric airflow in cfm are different quantities linked by area: cfm equals fpm times the free area in square feet. Reading one as the other is a common duct-sizing slip.
